David Simms
Feasibility Studies and General Consulting
David Simms is the former President of Leisure Concepts Management, an RV resort development and RV Park Management company. In his 17 years of experience in the RV resort industry, David has been instrumental in the evaluation and acquisition of 8 RV Resort properties and has evaluated the feasibility of over 100 properties. In addition to acquisitions, David’s core duties have included RV Resort operational management and oversight of sales and marketing programs.
David’s projects included Havasu RV Resort (AZ), Ocala Sun RV Resort (FL), Galveston Bay RV Resort (TX) and Palm Lake RV Resort (AL), and the recently constructed Canyon Springs RV Resort (ID). Havasu RV Resort was one of the Trailer Life’s “Best Parks” in 2010, ranking among the top 300 RV resorts in the United States.
David has been instrumental in providing numerous clients throughout the United States with fact-based feasibility studies and realistic financial projections.
David has also played an integral role in moving projects from the concept phase through construction to hand-off of operations to the property management team.
Prior to entering the RV resort industry, David had a 20+ year career as a financial executive in the retail industry, gaining experience while working for Target, Inc. and subsequently performing turnaround work for Ames Department Stores and Kmart Corporation.
David has a BA in Economics from Grove City College in Pennsylvania and an MBA from Rensselaer Polytechnic in Troy New York. David grew up in the marina business in coastal Massachusetts.
Tony Caputo
Site Design and Construction Consulting
Tony was the President of Tony Caputo Builders, Inc. and the original developer of Havasu RV Resort, an upscale 169-unit project in Lake Havasu City, Arizona. The resort was purchased in 2005 by Leisure Concepts Management (LCM) and Tony’s company was subsequently hired to provide the design, engineering and development of Phases II and III which added another 229 sites to the project along with another 10,000-square foot clubhouse, swimming pool and recreation area. His company also provided design and construction oversight of expansion and renovation projects for Galveston Bay RV Resort, Ocala Sun RV Resort, and Desert Gardens RV Resort in 2007 and 2008. Prior to his involvement in RV resorts, Tony built approximately 250 homes in Lake Havasu City, Arizona from 1994 to 2004. As a partner in Horizon RV Development LLC, Tony has completed Canyon Springs RV Park in Idaho, Sheldon Lakes in Texas and is currently in the process of building or designing the following RV Parks in Texas: Georgetown, South East Austin, and Willis. Other projects in the planning and engineering stage are Jacksonville Florida, Foley Alabama and Biloxi Mississippi.
Prior to 1994, Tony had an extensive career in the electrical engineering and construction industry in California. He was the founder and owner of Calectric Company, Inc., a full-service electrical contracting and engineering company, with annual sales of $10 million. Tony has also acted as a consultant for Electrend, Inc., heading up the engineering team that designed and engineered the Citi Corp Plaza in Los Angeles.
Tony attended Pasadena City College and studied Electrical Theory, Code, and Engineering & Design.
Tony grew up in the Los Angeles area, is a long-time RV enthusiast, and continues to be involved in land investment and development projects.
Joseph M. Mohr
General Contracting
Joseph Mohr is a State Certified Licensed General Contractor in multiple states, with a 30-year record of success overseeing all phases of vertical construction, infrastructure, land development and environmental projects for government and private-sector clients. Backed by strong credentials and a proven history of on-time, on-budget and high-quality project completions.
Currently, Joe is the President and Managing Partner of Mohr Development Group, Inc., a land development construction company specializing in RV & MHP development, custom homes, commercial, and retail projects.
Joe’s many years of experience and knowledge in all phases of construction has given him the opportunity to work with many of the top leading companies in the RV & MHP industry. Some of the projects that make up his expanded portfolio include, 5,000+ lot expansion for RV & MHP communities in various states. Joe is no stranger to new subdivision development. Under his direct leadership and supervision, a land development project consisting of 3,650 homes over 1160 acres was successfully turned over. Joe continues to work on multiple capital expenditure projects throughout the US.
Joe is of American Indian Heritage and served 4 years as an electrician’s mate for the United States Navy. Joe holds a Certified General Contracting license in multiple states, is a Florida Licensed Insurance Adjuster, and Florida Certified Wind Mitigation. He is certified in architectural and plan review. Joe is also certified in Construction Management, Construction-Site Management, Construction Safety, and First Aid/CPR.
Rhonda B. Williams
Project Administration
Rhonda is a Project Administrator with 20+ years in property management and construction. She grew up around construction, her father is a residential contractor. She discovered early on that the construction industry brought a variety of opportunities.
Rhonda is currently Project Coordinator and Managing Partner of Mohr Development Group, Inc., a land development construction company specializing in RV & MHP development, custom homes, commercial, and retail projects.
With many years of experience in all facets of the industry, Rhonda has led her team to the successful completion of many projects. She possesses extensive expertise in project development, from site evaluation through completion of construction.
Rhonda earned an Associate’s in Business Administration at Miami Dade College, and is currently continuing her education to earn a Bachelor’s in Construction Management.
